Juan Jesús Vivas, the President of Ceuta, has described the situation regarding the arrival of minors in the Spanish enclave as 'absolutely unsustainable'.
Vivas stated that he requested the Spanish ministry of the interior to declare a national state of emergency, but was informed that doing so was 'not legally possible'.
