The Turkish Grand National Assembly (TBMM) General Assembly passed the legislative proposal known as the 'Framework Law' (Milli Dayanışma ve Toplumsal Bütünleşmenin Güçlendirilmesine Dair Kanun Teklifi). DEM Party Co-Chair Tülay Hatimoğulları stated that the Framework Law is not the property of the AKP (Justice and Development Party).
Hatimoğulları described the Framework Law as a 'first step' for establishing peace in the upcoming period. She emphasized that for the law to be implemented, it is vital that a commission is formed immediately, the National Security Council (MGK) prepares its report, and it is published in the Official Gazette. She added that the implementation of the law is as vital as its passing.
Hatimoğulları expressed hope that the MGK report would not be delayed for months or until the new year. She stated that the MGK report and subsequent implementation are necessary to open the way for the democratic political participation of prisoners, those in exile, and those who lay down their arms.
DEM Party Antalya MP Hakkı Saruhan Oluç stated that the 468 'yes' votes in the vote showed a great consensus in the Parliament. Hatimoğulları suggested that some of the 'no' votes within the YENİ Party might stem from distrust in the current government, while others might be due to continuing a '100-year-old mentality'.
Hatimoğulları stated that the Framework Law covers individuals such as Selahattin Demirtaş and Figen Yüksekdağ. She claimed that the detention of Yüksekdağ and Demirtaş is illegal in the context of the Constitutional Court (AYM) decision. She also stated that 3 trillion dollars were spent on these conflicts, which could have been spent on retirees, workers, and farmers.

Hatimoğulları stated that the process is not an election alliance and that the Framework Law is a matter of democracy solved through the right and law of equal citizenship. She noted that a new constitution is practically impossible in the current atmosphere.
Hatimoğulları expects stronger steps regarding Turkey's democratization and new legal regulations once the Parliament opens. She noted that CHP leader Özgür Özel and 35 MPs used their votes to support the process. She also stated that the Framework Law aims for 86 million citizens from 72 nations to live equally in Turkey.
Hatimoğulları stated that the current government does not implement the existing Constitution and that the appointment of trustees (kayyum) is contrary to the constitution and is a law accepted by the People's Alliance (Cumhur İttifakı).
