The European Commission has sent a Statement of Grounds to PDD Holdings Inc. (PDD), the owner of Temu.
The Commission also issued the Statement of Grounds to WhaleCo Technology Limited (Whaleco), a subsidiary of Temu.
Allegations of obstruction
The European Commission expressed concerns that PDD Holdings Inc. and WhaleCo Technology Limited may have obstructed an inspection at WhaleCo's premises in Ireland. The concerns relate to the possible obstruction of an inspection under the Foreign Subsidies Regulation.
