A federal judicial panel allowed Tennessee to use a new congressional map that splits apart a majority-Black district in Memphis, according to a decision issued on Thursday.
The three-judge panel rejected an effort to block the map ahead of the state's primary elections in August, declining to issue a preliminary injunction against it.
