A Ukrainian drone attack in Nizhnekamsk, in the Republic of Tatarstan, Russia, killed at least 12 people, though some sources report 13, and injured 39 others, according to reports and government data. The fatalities included at least one child, the Russian Investigative Committee reported.
The attack targeted both industrial and civilian sites, according to the mayor of Nizhnekamsk, Radmir Belyayev. Belyayev described the strike as a massive attack on industrial and civilian objects and stated, 'This is a tremendous pain for all of us.'
The Ukrainian military confirmed it hit the TANECO oil refinery in Nizhnekamsk. While some sources identified the Nizhnekamskneftekhim petrochemical plant as a target, others specified the TANECO refinery was hit, causing a fire at the facility.
Impact on energy infrastructure
The TANECO refinery, which had also been the target of a Ukrainian attack in June, processed approximately 17 million tons of crude oil and produced 2.7 million tons of gasoline and 8.5 million tons of diesel in 2024. The facility has a design processing capacity of approximately 15 million tonnes per year, according to one estimate.
The Ukrainian military stated the strike on the TANECO refinery was part of 'reducing the military potential of the Russian aggressor.' President Volodymyr Zelenskyy said that continuing strikes on oil refining facilities are directly linked to putting more pressure on Moscow.
Regional casualties and retaliatory strikes
In the Belgorod region of Russia, a woman was killed after a drone struck a house in the village of Novaya Tavolzhanka. Governor Alexander Schuwayev stated that at least six people were killed and 27 were injured in a Ukrainian drone attack in the region, while acting governor Aleksandar Šuvajev reported that four people were killed in the last 24 hours.
In Ukraine, a Russian artillery strike in the Kharkiv region killed five people in the village of Bugaivka. Governor Oleh Hryhorov reported that 14 people, including a child, were injured in a Russian guided-bomb attack in the Sumy region. In the Kherson region, Governor Iaroslav Chanko reported that one man was killed in a Russian drone strike on a taxi.
In the Odessa region, at least six people were injured in a Russian missile attack, according to city head Serhiy Lyssak. In the Kharkiv region, two people were killed and at least 21 were injured in Russian strikes, according to local officials.
Official responses
Svetlana Petrenko, spokesperson for the Russian Investigative Committee, said the committee has opened an investigation into acts of terrorism in connection with an attack carried out by Ukrainian militants on industrial targets in the Republic of Tatarstan. Rustam Minnikhanov, the head of the Republic of Tatarstan, declared a period of mourning due to the fatalities.
The Russian Defense Ministry claimed its forces shot down 456 Ukrainian drones overnight across Russia and annexed Crimea. Conversely, the Ukrainian Air Force reported it shot down or suppressed 92 Russian drones and three Banderol loitering munitions during an overnight attack, noting that Russia fired 126 drones.
The only reason this is still continuing is Russia’s unwillingness to end this war.
Nizhnekamsk is located approximately 800 km east of Moscow, according to one estimate. Estimates regarding its distance from the Ukrainian border vary, with reports citing distances of more than 1,000 km, more than 1,100 km, 1,200 km, or 1,600 km.
