In April 2026, the Estonian Climate Ministry implemented changes to hunting regulations, stating that bears can now only be hunted through special permits issued by the Estonian Environmental Board.
This regulatory shift comes amid reports of unusual bear behavior, such as in the Võõbu village area where young bears have shown no fear of humans or sirens. While the Estonian Environmental Board has issued six special permits so far this year, officials noted that these permits are considered a last resort.
