A presidential decision published in the Official Gazette on August 13, 2026, has set the Special Consumption Tax (ÖTV) for diesel products under two separate GTIP numbers to 0 TL per liter. This tax rate is effective from August 13 to August 31, 2026.
According to the Revenue Administration, the reduction of the 7.74 TL per liter ÖTV rate to zero resulted in a diesel liter price drop of more than 13%. Following the reduction, the diesel price in Istanbul fell to 70.82 TL, while prices in Ankara and Izmir fell to 71.94 TL and 72.21 TL, respectively. In some eastern provinces, the price fell to the 73.67 TL level.
One report indicates the pump price reduction was 9.29 TL including VAT, while another indicates an approximate reduction of 9.25 TL.
Tax increase schedule and sliding scale removal
The Special Consumption Tax for diesel will increase by 3 TL every month starting in September. The scheduled rates are 3.0000 TL/liter for September, 6.0000 TL/liter for October, 9.0000 TL/liter for November, and 12.0000 TL/liter for December 2026. From January 1, 2027, the rate will be 13.9006 TL/liter.
The 'eşel mobil' (sliding scale) system for diesel products has been removed. While the sliding scale system remains unchanged for gasoline and LPG products, the diesel system is set to be completely repealed as of October 1, returning to free market pricing.

Pricing context and regulations
The Revenue Administration announced a regulation on July 3 stating that for the period between August 1 and September 30, 25% of increases in domestic refinery prices were to be offset by ÖTV reductions, with the remaining 75% reflected in market prices.
According to the Revenue Administration, on July 31, a previous price increase had added 3.71 TL to a liter of diesel, bringing prices to approximately 81 TL in Istanbul, 82.09 TL in Ankara, and 82.37 TL in Izmir. On that same date, prices in Diyarbakır, Batman, Şırnak, and Iğdır were approximately 83.4 TL, 83.4 TL, 83.5 TL, and 83.1 TL, respectively.
Some sources predict diesel liter prices could be shaped in the range of 65 TL to 70 TL, though this varies by province.
