The consumer price index in Estonia rose by 2.2 percent year-on-year in July 2026. This figure represents the lowest annual price increase recorded in the country since April 2021.
Lauri Veski, CPI statistics services manager at Statistics Estonia, said the year-on-year comparison shows a relatively small rise in prices. Veski noted that while prices for housing, transport, and alcohol and tobacco rose over the year, the index increase was held back by cheaper food and non-alcoholic beverages.

In July 2026, goods in Estonia were 1 percent costlier than in July 2025, while services were 3.9 percent more expensive. Between June and July 2026, the CPI rose by 0.5 percent.
Energy and utility price shifts
Electricity prices became 4.1 percent cheaper over the month of July 2026, though they were 13.9 percent more expensive compared with July 2025. Veski stated the year-on-year electricity increase was mainly due to a hydropower shortage caused by heat waves.
Piped gas in Estonia became 26.2 percent more expensive over the year ending July 2026. Water supply became 6.6 percent more expensive during July 2026, driven by price increases in Tallinn. Additionally, waste collection costs rose by over 50 percent between June and July 2026 following a recent garbage reform.
Fuel costs saw mixed movements; compared with June 2026, petrol prices rose by 1.2 percent and diesel by 0.4 percent. Year-on-year against July 2025, petrol was 6.2 percent more expensive and diesel was 12.8 percent more expensive.
Food, transport, and consumer goods
Food and non-alcoholic beverages became 1.6 percent cheaper year-on-year. Within this category, prices for fruits and nuts fell 10.8 percent, milk, dairy products and eggs fell 3.1 percent, and vegetables fell 3.8 percent. However, fish and fish products rose 6.1 percent and soft drinks increased by 4 percent. Food prices rose 0.4 percent from June 2026.
Alcoholic beverages and tobacco became 6.4 percent more expensive over the year. Veski noted that an excise duty hike at the start of the year affected these prices.
Other notable shifts included a 4 percent increase in rent in July 2026. In contrast, international flights in Estonia were 11.4 percent cheaper compared with July 2025.
